State or national primary cabinet members as well as members of the Educational Unit (EU) can promote members to Conversations instructors.  EU members can promote instructors that they will manage.  Primary cabinet members can promote instructors and assign them to any EU member in their state association.  See the Conversations Portal User documentation for detailed instructions on managing instructors.
